Francesco Paolo Figliuolo, Commissioner for post-flood reconstruction, has announced the imminent issuance of a pilot order for the safety of rivers in collaboration with the Emilia Romagna region. This order provides for a derogation from the procurement code to speed up the process of securing the territory. The order will be sent to the National Anti-Corruption Authority (ANAC) and the Ministry of Infrastructure and Transport for their opinions.
Figliuolo expressed gratitude to the Court of Auditors, emphasizing that the supervisory body is supporting the Commissioner’s Office for quick administrative action, always in line with the principles of transparency, sound administration, and legality.
Collaboration with the Guardia di Finanza and the Carabinieri
Further agreements will be signed with the Guardia di Finanza, which will be responsible for preventive checks, and with the Carabinieri to safeguard forested land and archaeological areas. In addition, the upcoming orders on urgent interventions will indicate the procedures for small municipalities to request specific support for the design and execution of funded works.
Urgent interventions in the province of Forlì-Cesena
During a visit to the municipalities of Sarsina, Mercato Saraceno, and Roncofreddo, Figliuolo met with citizens, local authorities, Vice President of the Region Irene Priolo, President of the province of Forlì-Cesena Enzo Lattuca, and the mayors of the three municipalities. In the entire province, 511 interventions included in the order for urgent funding totaling over €66 million are underway or have been completed.

The Commissioner wanted to thank the mayors for their projects and work initiated for reconstruction and all those who have been involved since the early hours of the emergency in assisting others and lending a hand. He reminded everyone that reimbursement of expenses incurred for urgent interventions is currently being processed and urged local administrators to promptly submit their requests, which will be immediately reimbursed by the Commissioner’s Office. This is to restore local coffers and continue the ongoing works and projects.

Priolo commented on the visit to the province of Forlì-Cesena, emphasizing the importance of monitoring the status of construction sites, what has been done, and what still needs to be done as quickly as possible. She spoke of a territory devastated by landslides and reiterated the commitment to work with the Commissioner’s Office to send the list of urgent interventions to be completed by the winter within the week.
Urgent interventions in the province of Rimini
Priolo continued with a visit to the Rimini area, specifically to Montecopiolo and San Leo. In the entire province, there are 241 urgent interventions underway or in the planning phase, amounting to €12.8 million. Of these, 4 are in Montecopiolo (about €95,000) and 32 in San Leo (€220,000).
